Start Services applet from CMD prompt?

I need to be able to start the Control Panel "Services" applet from a Command prompt (for scripting). Ideas? There is, of course, no *.CPL file...

Yes, there is a .CPL - type
"control.exe srvmgr.cpl Services"
- this will open the services console. In case you just need to start or stop services, you the "net start" or "net stop" command instead.
