start up issue

I booted up my notebook, and the following message was encountered “windows 2000 could not start because the following file is missing or corrupt \winnt\system\vgaoem.fon”

I tried formating my hard drive with the cd, but I am unable to do so. Is there any other way of fixing this problem, apart from replacing the actual hard drive??
