startup and program folders are empty

I am facing this issue with windows server 2003 (std.) sp2

shows startup folder empty and all the programs folder are also empty.

trying to resolve this since lots of articles related to this but still the issue persists.
Please help.

Under specific user?

If you look under a certain user's folder, then these locations would usually be empty, since most installations will put their links under "all users".

Are both the specific user structure and the all users structure empty?

Could indicate some mis-loading from the drive. First of all, I'd try a reboot. (Unless you have 50 people depending on the box, then I'd wait until the evening.

I've rebooted the machine few times but didn't work.
I had same problem with win xp sp3 few days ago and i solved that by downloading an .exe from internet which actualy edits the registery but doesn't works with w2k3 server.

The file association fix fixed the Start Menu population problem?

Since that id just a reg file, open it up and use it as a reference to manually edit the 2k3 registry.
