Startup Priority

Using Windows Xp Home Ed, Is there any way to configure Windows to set to load NIS or any other sercurity on a priority basis to load first?

Not that I am aware of.

I don't know of any way within XP either. If newer versions of Norton Anti-virus do as older ones, they load their kernel fairly early in the boot process and you are probably are not aware that is already loaded.

Press F8 for boot menu and run a step-by-step confirmation boot. You will see Norton load there if you are familar with its file names.
