Startup problem

Sometimes when i try to start my pc it gets so far and then these horizontal red lines appear [mainly]at the bottom of my screen, then nothing happens.i have been able to start it in safe mode [checking all comands] sometimes.my pc is pent.500mhz,64mb ram,running windows 98se.
any assistance would be greatly appreciated.
