Status bar or Icons not on desktop

Running XP pro sp2. For some reason, all users including administrator when the computer boots up will not show desktop icons or the start button or status bar. Only way to shut down computer or activate applications is to go through the task manager. Doesn’t matter if the computer is booted in normal mode or safe mode. Ran restore Icons and desktop utility but get an error “invalid sysntax” error line 51 and line 164 of the script. Virus and spyware application has been updated and both scans have been performed and found nothing. Checked MSCONFIG and no unusual programs then before this problem are running either.
