Stock data downloader

Hi,
I have searched this place for stock data downloading apps and found someuseful articles and posts. I have used excel article to sucessfully pull out data. Now I want to write some advanced programs to extract data form websites. I would like the experienced people here to guide me which is the best language,plateform I should use to program from amongest vb vba vb.net perl or java. I can devote time to learn any language, so please guide me where should I start and which method is best.
