STOP Bypassing win98/95 Login screen

Hi,
Is there any way to stop anyone to get inside Windows 98/95 systems by simply clicking “ESCAPE” OR “CANCEL” keys in NT or win2K domain setup ??
Any info using – Registry changes or Tweak is appriciated.
