there is a case where I need to give some users in my network local administrator rights to doing thier job, but they are stop the antivirus services so ....

First of all, why are you giving users local admin rights over their PCs'?

You can prevent all of what you want if you're setup in an AD environment through the use of Group Policy Objects.

I know he's not a true admin. If he was, he'd know what a GPO is.

Well, not how I didn't give him an answer that resembles a thesis on what GPOs' are. If he's truly interested in learning about it, he's free to google the info or go straight to the source at MS and read about it there.

Which services?

Are they client or network services?

If the former, why are any services provided to the network by local clients?
