Stopping services over the network

I am using Backup Exec Adv. Server Edition (Vers. 8.5) installed on a NT 4 Server. I want to start and stop services over the network on another NT 4 Server in order to do proper backups. Backup Exec allows for a .exe or .bat file to be run beforeand after a backup job. I could use a .bat file with the NET START and a .bat file with the NET STOP commands to start and stop services respectively, but only on the server the .bat file is installed. How can the .bat file do this over the network? I was told that you can possibly do this with a util in the Windows 2000 Resource kit. If this is true, can anyone explain?
