stopping services remotely

Does anyone know if there is a command line utility to stop a service on a server remotely? I am working on a project with the programming team and they need to stop and start a service on a server but it will be done remotely from a workstation. Wecan’t run it from the GUI so that is not an option, has to be a command line utility. I looked at NET STOP but it only seems to work on the machine you are on.
