Strange problem in NT4

Environment NT4 SP6
I recently deleted 100 NT users account from the PDC a few days ago, then all of the certain the accounts reappeared again. All the deleted accounts that reappeared have the “must change password at next logon” checked. Does any one know how this happened? Can third party party software such as bindview repopulate the SAM from cache?
