Strange punctuation

Can anyone tell me what causes the kind of punctuation substitution you see in the sentence below? We see this in Outlook, IE 6 and 7, and Firefox.

A judge has ruled Anna Nicole Smith??s body must stay at the medical examiner??s office until a dispute over her daughter??s paternity is resolved, but Smith??s body can be embalmed.

Encoding or Language Options

Check the Encoding option in IE, it should be Western-European. In Firefox the Character Encoding is Western (ISO-8859-1).

Check also the all the tabs and selections in Control Panel - Regional and Language Options.

Thanks for the suggestion. Actually, in the case I'm working on today Western-European was in use already. I changed it to Unicode (UTF- just to see if that would help. So far, no.

My error is similar, and it appears to be office wide...and it comes and goes without any clue. the punctuation maps 95 percent wrong, ie.

( -> *
)-> )
" ->

here is an example (followed by correct version):

)This is a weird punctuation sentence=

It included parentheses)=, quotes??, question marks _, greater and less than ;:,

and the range of characters at the top of the keyboard?
!"#?%&/()=?`

The problem makes me want to talk like that last sentence!

Your keyboard mapping is incorrect. But I don't know how to tell you to fix it.
