svchost.exe causing hi CPU usage

I am running Window 2000 Pro and recenlty my computer has become very sluggish. I check the task manager and found the the svchost.exe usage spikes to around 70% usage and drops to zero and spikes up again. This happens about every minute. This will happen even when I have not opened any programs. Any suggestions?
