Switch keyboard languages

We have a French user that has a French keyboard that is used as English. He used to be able to use the French functions by using keyboard commands but since it was rebuilt to windows 2k and office 2003 we cant work out how to do this keyboard switch. Does anybody know how to fix this problem?
