Switch port restriction

I need a simple solution for a (wired)hostel network.
I need a switch that I can configure its port (enable & disable only). When a student subscribe an Internet service, I will enable the switch port assigned to his room.
I don't need any VLAN feature$.
Can somebody suggest to me brand/model that can do that simple task ???
Telnet or web-based preferred.

Cisco 2950 series switch.

to Shutdown the port
conf t
int fa0/"portnumber"

to reenable do a
conf t
int fa0/"portnumber"
no shutdown

Cisco 2950 is VLAN capable. I can't used switch with VLAN feature$. I can't afford it. Please suggest other brand/model.

Hi... Friend i think u can block the ports in basic model of the cisco sitch WS-C2950 in this u just login into switch and enable the switch then u desaide which port u need to enable r disable. automaticaly all ports r enabled if u need to block just u give me this command in particular port 1) login into switch via console cable 2)in that u give me enable command 3)config t 4)interface fa0/1 r ur disaided port number give me 5)give shutdown command
then that port will disabled
