system files on portable 2.5′ drive

Hi

I recently started playing with old technology. A Libretto 50CT(Toshiba), 700meg(HDD), processor (I think 166mhz), WIN95. Not much hey, but I now want to put in a 3gig HDD, but my problem is how to get the system files on the 3 gig. I don’t have another laptop with a stiffy drive to format the drive with (format *:\s). What I do have though is a portable 2.5″ usb case. But when plugged in on my Desktop PC it is not possible to format the drive with system files. I am running on XP Pro-SP2.

Also with the Win95 OS it is not possible to link the two pc’s using InfraRed. I will be installing Win98SE on it.

I tried copying the .cab files, but what good that did, since the HDD is not bootable.

Is there a program(freeware if possible) that I can use.
