System Hangs for a while

I have pentiun II 266MHz with 64 MB SD RAM. Windows 98se is the operating system.
Recently i found whenever i start new program or open new window my computer remains stable for a minute or two in this situation i am unable to taggle with various windows.
How to solve this problem.
