Generally speaking, system restore will NOT remove an active virus infection.

If the virus is active, there is even the possibility that the restore files are infected.

If the virus is active on the system, any file that is placed on the system, or any application that runs on the system can be infected by the virus.

Now, system restore can help you recover from a virus that damages system files or settings.
Only AFTER the virus has been removed or disabled.

As to multiple profiles, I am not positive how system restore deals with profiles.

If the restore point was created by a user logged on as the Administrator, the restore point should include the settings for all user profiles.

A restore point created by a specific user may only restore the common system files, and might not recover settings for other profiles.

The only assured way to restore an infected system is with an external backup.
Even then, you need to boot the infected system such that the infection is bypassed.
