System Restore/Ghost

I’ve taken over an office with a lot of old computers that are barely functional. They have had a million installs and uninstalls the registries take forever to clean up and at this point fresh installs would be faster. Most of the systems were personal home computers that they brought in and used as office computers. Is there a way to make a bootable cd or drive with windows updates, office updates etc without the keys installed so I can just go around to all the computers plug in a semi clean install and plug in cd-keys per computer or am I pretty much faced with fresh installs of each computer and then ghost after? Is there anything better than Norton Ghost to make the images these days?
