system won't startup properly

I have w2k on a dell PIII-800 system, 256 MB RAM, 20 GB hd with lots of space. It starts up, goes to the login screen fine. Once you login, the wallpaper shows up, and the mouse pointer, but no desktop shortcuts or start bar. Ctr-alt-del work to bring up task manager, nothing looks amiss there. Same thing if I boot in safe mode. I can boot in safe mode w/msdos prompt and see a dos prompt. any ideas on what I can do to get back to a functioning os? Thanks!

Blank Screen or Operating System Cannot Load Profile at Logon:

SYMPTOMS
When you log on, you receive the following error message:

The operating system was unable to load your profile. Please contact your Network Administrator.(5)

Additionally, the logon dialog box may go away, leaving a blank screen, or wallpaper only, without any taskbar or desktop icons.

CAUSE
The %SystemRoot% folder, and possibly its subfolders, has had READ permission for the Everyone group removed. If the permission has been removed from the %SystemRoot% folder only, you will get the blank screen symptom. If the subfolders do not have the READ permission, you receive the "Cannot load profile" error message.

This error may also occur if "Read" permission has been removed for the root of the system partition.

RESOLUTION
Restore "Read" permissions for the Everyone group to the Windows_folder folder and all its subfolders.

SYMPTOMS

If the computer is on a network, map the C: drive and delete the user profile in which you are logging on as. Then reboot the computer and try to logon again. See if it will rebuild the profile correctly. Also, try to logon as the administrator account and see if it will build the local profile correctly. This will rule out any permissions issues. We have experienced these from time to time with users trying to changes their profile with an expired password.

This is a work around. Open Task manager. Start new process, "cmd". At the command prompt type "control". That should bring up your desktop.

Control.exe is the application for Control Panel. Apparently it calls other processes necessary to bring the desktop back. This is not a fix.

Run, RunOnce, Autoexec.bat does not get executed, so you cannot automate this. I still have not found a permanent fix. You should still be able to access all resources via the network. I have a co-workerexperiencing the same symptoms. I'll let you know if I find a fix.
