tap f8 key during boot up, pick safe mode command prompt only. or boot with win98 startup floppy.
cd c:\windows <enter>
dir system.* to see any backups that might exist of system.dat. the will be fairly large. nortons et al makes them during installation. otherwise use system.1st which i believe is hidden and at root level of hd.
dir user.* to see all backups of user.dat
when you have picked your backups of system.dat and user.dat:
md regbak <enter>
attrib -r -h -s system.dat <enter>
attrib -r -h -s user.dat <enter>
copy user.dat regbak <enter>
copy system.dat regbak <enter>
ren system.dat system.bad <enter>
ren user.dat user.bad <enter>
copy user.bak user.dat
copy system.bak system.dat
reboot system

there is better step by step for this from microsoft at mskb at support.microsoft.com
when you get it back, backup registrys again...
