tap f8 key during boot up, pick safe mode command prompt only. or boot with win98 startup floppy.
      cd c:\windows
dir system.* to see any backups that might exist of system.dat. the will be fairly large. nortons et al makes them during installation. otherwise use system.1st which i believe is hidden and at root level of hd.
dir user.* to see all backups of user.dat
when you have picked your backups of system.dat and user.dat:
      md regbak

      attrib -r -h -s system.dat

      attrib -r -h -s user.dat

      copy user.dat regbak

      copy system.dat regbak

      ren system.dat system.bad

      ren user.dat user.bad

      copy user.bak user.dat
      copy system.bak system.dat
      reboot system

there is better step by step for this from microsoft at mskb at
when you get it back, backup registrys again…

      then type scanreg/restore
