system32 permissions changed

My son has changed the system32 folder permissions and we now cannot boot up the pc. Is it possible to change the permission from a DOS prompt?

You can but its a little complex. You will need ntfs4dos. A program that lets you write and read NTFS partitions. Put this a boot disk and you can change the NTFS permissions.
