Systemtray and wallpaper protection

I'm an administrator of cybercafe. The computers are used by various people (children and unfortunatelly porn addicts). We make everyday backup but it prevents from offensive content only partially. During a day kids are offended with xrated wallpapers and tray dialers, so I'm asking - Is there any way to protect system tray not to allow installing programs there and is there a way to protect from changing wallpapers without using any external programs? Any way to writeprotect seperate keys in registry?

I almost forgot: the systems are Win98SE. I tried to make an batch file to execute during every reboot and change the registry files but it's really confusing.

If my memory serves me correct, you can use Poledit to kind of lock down the Windows 98 systems. Poledit, is short for Policy Editor. I just did search on poledit and www.zisman.ca/poledit popped up. You can download poledit from the site and it has a tutorial on how to set it up as well. Good luck.

There is a program out there called Deep Freeze, that won't allow any changes to be made.

I've used it before, and it seems to work well.
