Tabs in Access

I do volunteer work writing programs using Access. One of the agencies I volunteer for wants to have a data entry screen that have tabs on each section of the screen that will show a green tab for the section they're working in and a red tab for the section they're not working in. Each section will have a submit button. When they are finished the first section and clicked on the submit button, they want the green tabbed section tab to turn red indicating the information has been saved and that screen will be locked so no information can be added accidentally and the red tabbed section to turn green to allow data to be entered into it. When the second section submit button is clicked on, they want the data on that screen to be saved and the field information to be replaced with blanks and then go back to the first screen which will have blank data fields. Is it possible to do this in Access 2007 without using a datagrid?
