task manager

I am having one windows 2003 server. Now a days I am not able to take the task manager. The window gets dissappears at the very nstant I am taking the task manager. The oracle which is installed in the server does not functions properly. While a client try to connect to the oracle server a message is obtained “TNS:listener failed to start a dedicated server process” please help
