Are you part of a Domain, or is this on your home computer? Task Manager can be disabled on a Domain using Group Policy, so your local admins (again, if you are on a Domain at work, for example) might have turned it off.
If this is on your home computer, then this is how you could turn it back on.
Click Start -> Run, type in MMC and click OK.
Click File ->Add/Remove Snapin
Click the Add button. Scroll through the list, select Group Policy, click Add button once.
Make sure that Local Computer is selected in GPobject, and click Finish, Close, OK.
Ok now you have Local Group Policy in the MMC window. Expand it, then expand:
User Configuration\Administrative Templates\System\CTRL+ALT+DEL Options

The option in the right-pane you want is "Remove Task Manager". Double-click it, choose Disabled, and click OK.

Close the MMC snapin (don't bother saving it), and log off. When you log in, Task Manager should be enabled and ready for use.

hope this helps
