Task Manager

I performed the CTRL-ALT-DEL to access my Task Manager and received the following message:
“Task Manager has been disabled by your Administrator.”
I assure you, I did not such thing. How does this happen and how can I correct the situation.
Any assistance is greatly appreciated.
