TCP/IP Print Server service

Can anyone help on this technical issue as I could not find any solutions on the MS support website :

OS: Windows NT Server 4.0

Symptoms

When the server is rebooted, the server hangs for about 20 minutes before all other services can be started automatically.The Desktop is in a stale state as well until all services is started

The event log has the following entry

Date:13-05-02 Event ID : 7022
Time: 1:40:30 Source: Service Control Manager
User : N/A Type: Error
Computer: Category: None

Description
The TCP/IP Print Server service hung on starting

Additional : The TCP/IP Print Server in “Services” is shown as started with all other options dimmed except startup. that leaves me with have no alternative way of stopping this service or should i remove the microsoft tcp/ip print service??

any advise would be greatly appreciated!
