TCP IP setting non admin user access

I have to let the users change network settings particularly ip address and subnets. The users are not administrators (just ordinary users)
Are there any settings to let users change network configuration without letting them be administrator. We've tried OU policies and local policies; it does not work.

We are running Windows 2000 Server as a domain controller.

I believe one of the other peers suggested hardware profiles as a solution.

I don't remember for sure, but I believe if you change the users to a power user, wether than a admin.
