telnet basics

I have 3 computers connected to one another as a Workgroup. One of those is a proxy server from which internet connection sharing is given to the other two. Can i install a telnet service between the three systems ? Does telnet service necessarily require DOMAIN to be configured ( i.e., DNS to be there)?
If so how to configure it , or change the configuration of telnet services of the proxy server ?
