TELNET ISSUES

Iam having a diffcult time connecting my Windows 98 client PC to Windows 2000 Proffesional via Telnet command. I have TCP/IP Installed and have an account user set up in Windows 2000, but it is refusing the connection. What AmI missing? Help..
