Terminal Server and Client Programs

Hi Guys.
I have setup Windows 2000 w/terminal services, And have successfully added uses and remote desktop connection. Everything is working fine. But, I need to know how to restrict what programs the remote user’s see. I know abot the run command in the properties of the Active directory, but I need the user to use 2 or more programs, but not see ones that I dont want them to see. I looked for Poledit for groups but have not found it, Have went through Group policies, but cannot find anything to restrict what programs they can see. I will need a detailed explaination. Do not suggest linux, or citrix, this is not an option.
