Terminal Server License Mode in SBS2003

Can you change the Terminal Server Licensing Mode in SBS2003 from Remote Desktop for Administration to Application Hosting? I have installed the License Server and activated it but the option is not made available for me. I have read a note in Help that you can only change it at the time of installation of the server.
Any information would be appreciated.

go to add remove programs, windows components.
search for terminal services and terminal server license manager, then press continue.
It will ask if you want to run the server in appication mode or remode adminitration mode.

strange, i can not else find nothing in the mskb too.
Are you sure that you installed it correctly and that there no error messages in the event viewer ?

Your answer is certainly correct for Windows 2003 Server, but in Small Business Server 2003 Terminal Service is not an option in Add/Remove Windows Components only Terminal Server License Manager. During installation of small business server there is no opportunity to select the mode. There also appears no way to uninstall terminal server and then reinstall it in the manner you have suggested.
I wonder is there a way to change the license mode in the register?
