Terminal Server Logoff Restrict Logoff

Windows 2000 server environment using terminal services client on W98 and W2000 Pro; How do I restrict the logoff from Terminal Services to Logoff user only. It currently has 4 options also including Shutdown, Restart and Disconnect.
