Terminal services licencing

I have W2K server with terminal services installed. There is a problem with licencing and clients are not able to connect. In event viewer there are following errors:

Event 39:Can’t generate new public/private keys because of error ‘Can’t acquireCrypt Context, error 80090020.
Event 37: Can’t start Terminal Services Licensing because of error ‘Can’t initialize Cryptographic – error code 80090020.
Event 7042: The Terminal Services Licensing service terminated with service-specific error 3221291009.
Any ideas?
