Terminal Services Profile Woes

How exactly is a Terminal Services profile copied when using "copy profile" in system applet?

For some reason, I am getting access denied to the profile AFTER logging off TS, although it actually updates.

I want to have a default profile for specific users/groups. I want to avoid changing the Default profile for the server, as I ojnly need this for TS users. I have already configured a specific profile for TS user (group). When copying profile, allowed to use is the user, but I get this error (and the profile updates anyway).

Ultimately, I want to have default profiles ready for NEW users that do not have a profile already. Is that even possible? I can't make it happen unless I chaneg the default profile (not the way I want to go).

Already looked all over technet, found some things, but nothing that addresses this situation. New 2000 server install with SP4, in TS admin mode...trying to test this BEFORE I switch to APP mode.
Basically want to have a default profile ready to go for any new users, but do want to have the default profile ready for other local users to the server. This is NOT AD, is just a TS in workgroup mode.
