Terminating a RAS session for INACTIVITY

We routinely have clients RAS in to the NT 4.0 server from remote district offices to conduct state government business. These clients can stay connected for extremely long periods of time resulting in enormous phone bills, they are generally accessing e-mail and sometimes support databases. I would like to be able to terminate their session due to inactivity on their part. However, since these clients are Representatives and Senators I can't just cut them off with out reprecussions if you knowwhat I mean. I would like to be able to configure a server side service to automatically give periodic warnings received by a client side service that the RAS session will terminate in a predetermined number of minutes due to inactivity if they do not respond, much like some of the major ISPs do for client inactivity. Does anyone know how to do this task? Or, is there an existing program that I can buy that will do this task?

You work for the goverment so my solution to you might not be applicable, but I'll give it to you anyway.
If it was my decision, I would upgrade my RAS server to a Windows 2000. W2K allows for what you want to do.
The reason for the upgrade is that, for a long time I use to think that spend 2 or 3 hundred on a utility to do what I need would save me from expending an extra 2 or 3 hundred, which was the cost of what I really needed. Then I learned that the utilities not always work as advertised. Get my point?
I have installed W2K here as a RRAS Server and it works great, including timeout from inactivity.

Certainly upgrading to Win2K and RRAS will provide the functionality that you want. However, you can obtain this by upgrading to the RRAS (downlaodable from http://www.microsoft.com/ntserver/nts/downloads/winfeatures/rras/rrasdown.asp?RLD=18. This was released prior to Win2k but has most of the functionality of the win2k service. It does provide automatic disconnect on inactivity. If this option is desired be sure to overlay service pack and hot fixes after installation.
