Terminating a RAS session for INACTIVITY

We routinely have clients RAS in to the NT 4.0 server from remote district offices to conduct state government business. These clients can stay connected for extremely long periods of time resulting in enormous phone bills, they are generally accessing e-mail and sometimes support databases. I would like to be able to terminate their session due to inactivity on their part. However, since these clients are Representatives and Senators I can’t just cut them off with out reprecussions if you knowwhat I mean. I would like to be able to configure a server side service to automatically give periodic warnings received by a client side service that the RAS session will terminate in a predetermined number of minutes due to inactivity if they do not respond, much like some of the major ISPs do for client inactivity. Does anyone know how to do this task? Or, is there an existing program that I can buy that will do this task?
