The value of certification is overated

In my job I have to recruit professionals in several IT related domains. I tought that I could rely on certification as pre-screening tool. Wrong!
Certification has created a cotage industry of schools teaching how to pass the certification exam, with extensive databases of past questions. To often I meet certified candidates with all the paperwork who just cannot answer some basic questions. Very often I ask information about the school they have attended. Digging a little more, I find just that. Some of these schools are even open about their methods.
Certification should be revamped by the originated companies, Microsoft, Oracle, Cisco, ..etc
