“there was a problem installing this hardware” hard drive, disk.sys missing

After cloning (sector copied, per bad sectors) a failing hdd to a new hdd, windows attempts to install the new drive after reaching the windows desktop, but fails with a ?There was a problem installing this device? error
Machine still reboots and runs fine, but presents the failed install message every time after reboot
Tried unistalling/ reinstalling the device in device manager, no remedy
Cloned to a different make and model of drive, still the same problem (so it?s windows, not hardware)
Looked in device manager> driver details, only lists partmgr.sys two other good XP bench machines list partmgr.sys and disk.sys
Copied both of these files from a good machine overwriting the files on the problem machine, problem still occurs
Is there a ?driver? file that can be used, because doing a ?specify driver? driver update doesn?t allow .sys files, only .infs
Any ideas are greatly appreciated.
