Thermal paste on stock cooler

I built a similar system a couple of months ago (with an E6400 instead) and when came the time to install the stock cooler/fan there was already some thermal paste on it so I just installed it as is. Would it be better if I take it out and add more or use better thermal paste. My system runs at stock speed (2.13 GHz) but I think it runs a little hot at about 45c. I believe it should run a bit cooler.
