I may be glad to see spammers getting nailed, but I think that COICA is another foot in the door of government control of the Internet. And idea that repulses me.

And the government has too many feet in too many doors already!

..... it's a law enforcement issue, to be sure, but not one that involves the ever-growing, ever-reaching, and ever-groping Department of Homeland Security.

If one steps back and identifies the real underlying issue, which is counterfeit goods entering and being sold in the United States, how was it handled in the days before the Internet? It was, after all, an issue that preceded the Internet.

It was an FBI matter - you know, Efrem Zimbalist, Jr and all those guys! And having offices around the world, the FBI's legitimate law enforcement efforts could be pursued just about anywhere. Although I'd admit that foreign governments wouldn't (and don't) always cooperate.
