Throttling back bandwidth

We have a 10/100 device attached to a fiber media converter on the network and a firewall on the client side. I want to throttle the connectivity to a particular workgroup down to x, with x being some speed less than 10Mb but greater than T1. Whattools, software or equipment would allow me to accomplish this?

One way is to use Traffic Shapping option provided by some firewalls ( I had used NetScreen-100). Just add a rule for inbound or outbound and use the traffic shapping option.

The other option is to buy a device like packeteer - www.packeteer.com (which i guess is very expensive and does more then just traffic shapping)

If you are not too concerned on cost then I would suggest try Checkpoint Firewall 1 with Flood Gate installed. Good package and a little fiddly sometimes but otherwise top notch.
