Time delay for ‘All Programs’ in XP

I found a windows tip for XP that showed me how to remove the time delay before the ‘All Programs’ opens up in windows XP.
Now I want to put the delay back and can’t find the tip anywhere. I want the delay back so that I can move the mouse over ‘All Programs’ to another menu choice without having the anoying menu open up.
