To negotiate or not negotiate; is it a question any more?

I was recently offered a contract with a government IT solution provider. I agreed with the salary and benefit package they offered me. However, one of the recruiters sent an email to all the successful candidates stating the contingent letter would be mailed out to each candidate. The email exposed all the emails for each candidate and what followed was a thread on how the company “low-balled” everyone’s position. Now they want to negotiate a higher base salary – which I feel is a losing cause since it is an accept or reject situation. One of the members sent an email back to the recruiter asking if the director would entertain an increase. My thought is that there is no negotiation; it is an accept or reject offer, the company can find workers that would be willing to work for the said amount. Last I looked, it was an employer’s market. What does the majority of the Tech Republic community think?
