we have a network setup with segment A and Segment. Windows 2003 server is installed in Segment B with DHCP enabled.Segment A and Segment B are connected by a router which acts as a DHCP relay agent.DHCP server installed in segment B is not responding to the DHCP discover packet from the relay agent (router). But the same DHCP server assigns IPs for the segment B PCs
