Governemt request: System administration services for the all production and non-production environment on an on-going basis and to include all necessary patches, hardware upgrades and software releases;
Contractor issue:
Unable to test successfully in a non-production environment because it does not mirror production environment, result, patches fail during deployment
Government does not want a mirrored environment
