Too many windows (Excel)

When I open a new Excel sheet or change between sheets or workbooks in 2000 I get a new window everytime. I want to change sheets in the open window, not keep adding sheets to my taskbar. I have activated the radio button in the folder options forhaving applications open in the current window instead of opening a new window (somewhere five tabs deep in the desktop options) but it makes no difference. Why not?
