there was a tools that can tell you what exe, or dll being use when an application being run. I just can't remember the name. does any one know?

Do you mean Dependency Walker, "...that scans any 32-bit or 64-bit Windows module (exe, dll, ocx, sys, etc.) and builds a hierarchical tree diagram of all dependent modules. For each module found, it lists all the functions that are exported by that module, and which of those functions are actually being called by other modules."

Also Try process explorer

IT will tell you what process are accessing which dll's and you can also view the handels being used.
