toshiba a135 usb not working after cmos reset

So I open up my laptop the next morning after getting a new ipod, and the screen, and mouse was frozen. After doing some research, i clear the CMOS/battery or something like that by shorting it out, and then the error was gone and my laptop booted up. Now, the usb slots didn’t work, so I did a factory install and they still don’t work. I’m now on a clean vista install, and when I plug in a device it says “device is not recognized” and it shows up as a “unknown device” in the device manager. I have tried this for both my ipod and a usb flash drive and receive the same message.

I think my usb slots are not receiving power or something of the sort. Can someone tell me how i may be able to fix this or check to see what the problem is.
